Willard L. Bowman was born in Grand Rapids, Michigan. He served in the United State Navy (1938-1945), and moved to Anchorage in 1950, where he worked as a labor management consultant. He was also an active member of the NAACP in Anchorage. Bowman was appointed the first director the Alaska Human Rights Commission by Governor Egan in 1963.
